1 Introductions, apologies, substitutions and declarations of interest
1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 In accordance with Standing Order 34.19, the Chair stated that she had determined that the public were excluded from the Committee’s meeting in order to protect public health but that the meeting would be broadcast live on www.senedd.tv
1.3 The Chair welcomed Sioned Williams MS to the Committee, replacing Sian Gwenllian MS. The Chair thanked Sian for her invaluable contribution to the Committee since the start of this Senedd, as well as her work on the predecessor Committee.
1.4 Apologies were received from Buffy Williams MS from item 5 onwards, Carolyn Thomas MS substituted.
1.5 Under Standing Order 17.24A Sioned
Williams MS declared her husband was employed by Swansea University
and was a Member of UCU and a fellow of the Learned Society.
2 Tertiary Education and Research (Wales) Bill - evidence session 11
2.1 The Committee heard evidence from the Minister for Education and Welsh Language.
2.2 The Minister agreed to provide a note on:
- Comparative information on composition and differing types of Board membership in similar organisations to the Commission;
- Further information on the latest position on the power to dissolve Higher Education Corporations;
- Further information on the issues arising from the petition on the postgraduate STEMM bursary;
• Further information on how the Bill can support academic freedom for individual academics, as opposed to the broader protections within the Bill for institutional academic freedom;
• Further information on how the Coleg Cymraeg Cenedlaethol, Commission and other associated bodies will work together in relation to their roles in relation to Welsh medium provision; and
• Whether consent
has been granted for section 128.
3 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the meeting for items 4, 7, 8, 9 and 10
3.1 The motion was agreed.
4 Tertiary Education and Research (Wales) Bill - consideration of the evidence and key issues
4.1 The Committee considered the key issues. A
draft report would be considered at the meeting on 10
February.
5 Scrutiny of the Welsh Government Draft Budget 2022 - 2023 - evidence session 1
5.1 The Committee scrutinised the Minister for Health and Social Services, the Deputy Minister for Social Services and the Deputy Minister for Mental Health and Wellbeing on the Welsh Government draft budget.
5.2 The Minister for Health and Social Services agreed to provide a note with data identifying specific spend on children and young people across her portfolio (e.g. on paediatric services and adolescent mental health services) insofar as that information is collected by/available to the NHS/Government.
5.3The Deputy Minister for Social Services agreed to provide the Committee with further information about the Children’s Rights Impact Assessments that feed into policy decisions reflected in the Draft Budget.
6 Papers to note
6.1 The papers were noted.
7 Scrutiny of the Welsh Government Draft Budget 2022 - 2023 - consideration of the evidence
7.1 The Committee considered the evidence it
had heard in the previous session.
8 Peer to peer sexual harassment among learners - consideration of the inquiry's draft terms of reference
8.1 Subject to minor amendments the Committee
agreed the terms of reference for the inquiry. An approach paper
would be considered at the meeting next week.
9 Consideration of the Legislative Consent Memorandum on the Nationality and Border Bill
9.1 The Committee considered the LCM, it
agreed to write jointly with the Health and Social Care Committee
to the Minister for Social Justice for some further information and
to seek information from specific stakeholders.
10 Consideration of the approach to training on Children's Rights
10.1 The Committee agreed to participate in the Children’s Rights training on 10 February.
